WhatsApp Business API pricing: how it is billed today and why the numbers you are seeing are stale
First: almost everything you will find is stale
If you looked up WhatsApp Business API pricing, you almost certainly saw a table with three rows, marketing, utility and authentication, and a dollar price per conversation. You may also have seen some cap of free service conversations per month.
That model no longer exists. Meta's documentation says it without ambiguity: since July 1, 2025 billing is per message, replacing per-conversation pricing. The old model's page is still published, but it is marked deprecated.
This is not an accounting detail. It changes how you estimate your bill, because a twenty-message conversation no longer costs the same as a two-message one.
What actually gets billed today
The price depends on two things: what type of message you send and to which country.
By type. Templates split into marketing, utility and authentication. Marketing is the most expensive and is always billed. Utility templates, today, are free if delivered inside an open customer service window. Non-template messages, the everyday free-form text, are free only inside that window.
By country. Meta publishes rates in downloadable rate cards by currency and does not list them in the body of the documentation. The exact figure you get billed depends on the rate in force for your country and the message category, and Meta can update it up to four times a year, always on the first day of January, April, July or October.
That is why this post does not hand you a round number. Any figure you read on a blog today can be out of date next quarter, and pointing at that problem is exactly where we started.
What is genuinely free today
Three things, and they are the ones most often misunderstood:
- Service conversations have not been charged since November 1, 2024.
- Non-template messages, inside an open customer service window.
- Utility templates, also inside that window.
And one that changes depending on how the customer arrived: if they came through a Click to WhatsApp ad, the Free Entry Point window lasts 72 hours instead of 24.
What does not exist is a monthly allowance of free messages. Meta says so explicitly. The free part is tied to the window, not to a monthly bundle. How that clock works is in the WhatsApp 24-hour window.
What changes on October 1, 2026
Two of those three free things end.
From October 1, 2026, Meta charges for service messages, which have not been billed since November 2024. And it also charges for utility templates sent inside the 24-hour window.

How to estimate your bill without guessing
Under the per-message model, the math that matters changes. You used to estimate conversations. Now you have to estimate outbound messages by category.
Three questions are enough for an order of magnitude:
- How many outbound messages do you send per month? Not conversations. Messages.
- How many of those go out outside the window? Those need a template and are billed no matter what.
- How many are promotional? Marketing is the expensive category, and a template with mixed content is categorized entirely as marketing. That is explained in why Meta rejects your templates.
Then the rate for your country and each category comes from Meta's rate card.
The layer that is not Meta's
